I disagree. This one is easy to judge. slob Milosevic was the sole cause of most of the misery in Yugoslavia, and in the breakup of the country, and to the accumulation of millions of dollars in Milosevic's foreign bank accounts.

Back in 1989 he started instituting draconian restrictions upon the Kosovo Albanians. He removed their autonomy, and started restrictions on their way of living, education, legal protections, etc.

This was the beginning of the end for, not only Kosovo, but for Slovenia, Croatia, Bosnia-Herzegovina, Macedonia and Montenegro, as parts of Yugoslavia (Montenegro will hopefully be able to cut off the Milosevic cancer from their land).
