Procurement is such a drag that once you a producement order through you dare not change it, whether its sole source or competitive. Ordinarily, there are standards pre-approved models for standard stuff like PC's -- and all the government gets one low, low price. To try to change a bid price brings a lawsuit, and you never get your stuff. Sounds like military folklore to me.
