You could be right on SIEB not crashing tomorrow.

Insider trades on Yahoo! shows Siebert has sold in several accounts she controls.

SunTzu:

I am curious about how you arrived at your 1.1 million figure.
Looking at the 10-K I offhandedly estimated that there are a little over 2 million shares in the float (this is based on the assumption that essentially all of the nearly 1 million newly issued shares from the rights offering are now in the float). Another way that I arrive at a similar figure is by subtracting Muriel's holdings from the total outstanding shares, leaving about 2.2 million.

Am I missing something? Of course this could be a purely academic discussion because with the recent jump, who knows what the current short interest is.
