Part of a response to a complaint I sent in: "The first step in the process is to verify that each account has enough cash available for 100 shares of the stock. Your cash available balance is determined by reviewing your Account Balance screen the morning that the issue prices. Although we do not notify you of the shares you have been granted until after the close, we begin the allocation process early in the day." For those of you asking about when the funds need to be available, it appears that you need to have the cash available BEFORE the price is issued.
