I got a response from Discover Brokerage. Granted, not a complete response to all questions, but it is a start. I will try to get them to continue the dialogue.

I received the following message from John Bierwagen of Discover Brokerage technical support at 2:05 PT on April 9th.

Over the past several days, DBD's website has had recurrent problems with network software which has had the net effect of greatly slowing response time. Although this problem will likely persist through today (Friday the 9th), the engineering team plans a fix which should be ready for the opening of trading on Monday.

As I said, this is not much, but it is a start. At least there is an acknowledgement of a problem. We shall see next week how they are doing on the slowdowns and outages. I will respond to his e-mail and encourage him to keep us posted as to progress on these problems.
