Deutche Welle report on EU meet
The European Union will consider a proposal made by Germany
on Thursday that would hold out the prospect of EU
membership to the poor countries of the Balkans, as part of a
long-term plan to stabilise the region. Germany, which holds the
rotating presidency of the Union, presented a paper to EU
foreign ministers meeting in Luxembourg. The German paper,
presented by Foreign Minister Joschka Fischer, said the
eventual negotiation of a settlement of the Kosovo conflict
presented an opportunity for a fresh start in the Balkans,
demanding a long-term nurturing of democracy, free markets
and links with Western international institutions. Stressing the
importance of reaching peace with Belgrade, the paper said
lasting stability in the Balkans could never be achieved, while
Yugoslavia remained an international outsider.
