The last move above $30 fizzled at $32 (mar. 25). We had been above $30 earlier this morning but the intraday trend of the 'ask' price is actually down. Why should we expect $40 this time in particular?

I'm not trying to be argumentative.... just want to know the technical basis for your conclusion.
