Most capital investment decisions in teh Soviet Union were made from above and the center without any empirical data and were made by political hacks to increase their political power within the Soviet system.

I once visited a major industrial company in Russia that did not have any way to determine what it cost them to produce goods. Capital was so short in supply that they used 60% of their work force to repair equipment.

If you think putting money into the hands of Moscow's mayor and mafia front man is going to help Russia be friendly then contemplate what happened to the money the IMF supplied Russia last Summer.

Direct investment in Russian industry would be good for the economy, but it will never reach industry if it goes through the privatization nominklatura mafia.
