Florida Joins Georgia in Ruling for e.spire Under e.spire's
Regionwide Agreement

ANNAPOLIS JUNCTION, Md., April 9 /PRNewswire/ -- The Florida Public
Service Commission, continuing the trend of other state commissions, found
this week that e.spire's regionwide interconnection agreement with BellSouth
requires BellSouth to pay reciprocal compensation at the rate specified by
e.spire for terminating traffic, including calls to Internet Service Providers
(ISPs). The Florida Commission was the third state commission to agree with
e.spire that ISP traffic is subject to reciprocal compensation pursuant to
e.spire's contract with BellSouth, following in the footsteps of similar
findings in Georgia and Alabama.
"This recent spate of favorable decisions confirms that e.spire's
interconnection agreements entitles us to compensation from BellSouth for
terminating BellSouth's traffic," stated Riley Murphy, e.spire General
Counsel. "The Florida and Alabama rulings were issued after the recent FCC
order on reciprocal compensation for ISP traffic and, like the Georgia
decision, are consistent with the FCC's guidelines." e.spire will pursue this
issue until the incumbent local exchange companies fulfill their contractual
obligations and pay all overdue charges."
