I bought at 15. On a break like that, it is OK to buy right at the break price. I'll add to the position if it pulls back. You never know.

As a general rule. On large breaks, triples, spread triples, quads or higher; if the stop is reasonable grab it on the break price +1 or two. If it reverses down complete or add to your position.
On stocks that the stop is unreasonable you need to be more careful. Look at the whole picture. OMKT was fine at 15, still good at 15.5, OK at 16 but no more.
