1. If its borrowable and shortable, we will short it, depending on clients equity, percentage in the stock etc. We dont want people shorting 100,000 shares of some 2 buck stock, only to see them lose their money and owe us. Noone wins. It must be suitable, after we determine it can be borrowed and shorted.
2. Yes, we always hunt around for stocks which we cant get. When we find stocks unavailable at pershing, we probably find them elsewhere about 15, 20% of the time. I ask clients to tell me where they hear the stock may be available; the odds go higher.
