If Milosevic would agree, the bombing would be over, and people could begin to rebuild the lives that have been torn apart by Milosevic and his military thugs. Milosevic has agreed to all the above. his only caveat was to allow no US troops in Serbia, but he would allow any other countries to be there under the proper UN guidelines. The USA refused and continues to refuse this settlement.
