Tell me what is wrong with the above four steps? If Milosevic would agree, the
bombing would be over, and people could begin to rebuild the lives that have
been torn apart by Milosevic and his military thugs.
Milosevic has agreed to all the above. his only caveat was to allow no US troops in Serbia, but he would allow any other countries to be there under the proper UN guidelines. The USA refused and continues to refuse this settlement.

Albright is still refusing to let UN peacekeepers take over in Kosovo, is still insisting it be NATO. After what NATO is doing, who on earth would he Serbians ever voluntarily allow them on Serbian soil? Never. Albright knows that. So she gets to keep playing war from her safe office in D.C. Since she's never been in the military, she can think it's all fun and games over there.
