I saw this today on the Island book viewer order info popup. Perhaps someone could comment on which has priority?

I had an NBBO for SESI (4300 @ 3 5/16(bid))... time of entry about 3:30. At 3:40(later) someone entered on to ISLD a matching bid of SESI 1000 @ 3 5/16. The second order(later entry) was shoved ahead of my NBBO... I assume it was to be executed first. It was NOT reflected in the NBBO bid size.... my original order still was the MAX size represented.

I looked at the little popup on the LATER order entry - it apparently came from a MM away from Datek - TIF was 00:05:00 minutes.

Is this just another way to trade around the NBBO - any MM with a Island affiliation can place a matching price, but shorter TIF, and it becomes 'last-in, first-out' on Island?
