As I understand it you need to have owned shares before March 22 to vote on the proposed split. That has nothing to do with taking part in the split if it is approved.

The registration date for taking part in the split cannot even be set until after it is:-
1 Approved by the shareholders.
2. Approved by the regulatory authotities.
3. Registered and approved by the courts.

In that order. It usually takes about a week after the shareholders give their approval.
