Greetings Grampa, and all who love the Lord Jesus Christ. Please take a look at Deuternomy 1:29, Isaiah,7:15-16 ( speaking about the Lord Jesus Christ). I strongly tend to believe that these particular verses read in the context of what is being said in each case provide much credibility to your question. Some children may understand fully the difference between right and wrong at an earlier age than others.
Even at that, it is an ongoing process, in that many new concepts of right and wrong, are always being learned, even into adulthood.

And I suppose the real issue is not that we be sure of this elusive age of accountability talk, but that God knows the heart and mind of all His children....accountable or not!

Now as to civil law, there are standards and legislative mandates that must be recognized. And each state has a right to set those standards and mandates as they see fit.
