The Federal shutdown didn't affect snail mail, despite our well defended reputation for being non-essential. And yes, we are a Federal agency, but we are self-supporting. One main point of reorganizing the Post Office into the Postal Service, which began under Nixon and was completed some years ago, was to remove the U.S. Mail from the tax rolls. Betcha didn't see your tax bill go down when the mail began supporting itself. The only time I know we tap into tax money is when we float bonds, because the gov't won't let us float our own.
