Doug: We may disagree about Iraq, but I like what you say about the Balkans. One of the charges Yeltsin is facing is the accusation that he all but wrecked Russia's armed forces and economy. When Hitler came to power in 1993 Germany one of his themes was that Germany had been "stabbed in the back" during World War 1. Some truth to that charge, even though greatly exaggerated. But never has a great nation been "stabbed in the back" to the extent that Russia has. A superpower virtually wrecked within a decade as a small number of its citizens gained enormous wealth. Here the 'stab in the back" charge is absolutely correct. The political consequences of all this may someday rival that of 1930s Germany. And that would be a very strong plus for oil prices to put it mildly.

Agreed. Half in jest, I think Clinton should call up Yeltsin and say something like - "Boris you sly son of a bitch, you are dead damned right. We are kind of reaching way across the table from where we sit ... how about instead of us spending pots of money bombing Serbia, we use the same money to pay your troops - who have not been paid since last august - and you send your guys down there into that back yard of yours around Belgrade and straighten things out? We are thrilled you want to help. Where would you like us to send the check?"
