Joan,

Very good treatment of blood feud. It is precisely the survival of the blood feud developed in lawless society for self-protection into the earliest periods of rule of law that makes them anachronistic. What we don't know is how this transition occurs without the intervention of the state. My father came from one of the most barbaric counties in the world -- Edgefield County, South Carolina (also the home of Strom Thurmond). In one 10 period in the 30's it had 6 sheriffs murdered. One of my students was an Australian Colonial Officer in the 50's and had to put down weekly wars between different tribes. The imposition of law by foreigners on warring tribes must have been frequent. The "peacetime" wars in Kosovo between K-Serbs and Kalbanians are examples of tribal warfare. The famous guerilla wars in Kansas (1850's) and during the Civil war in Missouri and North Georgia and Tennessee were also tribal wars (I had a great-grandfather hanged by Federal troops).
The Highlanders of Scotland (MacDonalds and Campbells), border wars in Laland Scotland and England, Wales and England at various times in some ways continue to this day. I had a Cymric student who told me he and his friends burned empty weekend cottages in Wales to drive the English off. He was the son of a preacher.
I continue to thing that harsh suppression of the feuds will not succeed in bringing peace. I am not willing to wait for feuds to solve themselves. In many US cities racial tribalism threatens rebellion. The police are to blame for much of the conflict, but drugs and economic hopelessness are the underlying causes. I am certain that police and troops or even surgical air attacks (as in Philadelphia) can't do the job. People simply have to learn to tolerate each other and for this to come about everyone must be treated equally.
