Check out the DSP Group.

Their profile is at techstocks.com. Their profits have also stagnated and revenue declined last quarter. Their P/E is 12 and price/book is 2.2, whereas Phoenix P/E is 14 and price/book is 1.8.

Nevertheless, since DSP Group announced a buyback on March 23, their stock has gone up significantly. Newsletters such as the Online Investor at investhelp.com publicize buybacks and increase the interest in a stock.

The big gains will only come if they get their act together and increase profits, but a buyback should bump up this undervalued stock a smaller amount (10-20%?).
