To short there must be an uptick or you can offer 1/16 above the bid and hope someone buys from you. Having a long position is independent of shorting. Some brokers allow you to have both long and short positions in the same stock in the same account (e.g., E*Trade), but others do not (e.g., Datek). Check with your broker.
