Les, it's a simple equation: if nato wants to win the war, the use of ground troops is inevitable. the alternative is to stop the campaign, having achieved nothing, while milosevic has successfully driven the albanians out of kosovo. to let him know that ground troops are not an option has made him all the more determined to dig in his heels. currently the u.s. administration seems to hope for a miracle. if such a miracle is not forthcoming soon, the choices are clear, polls notwithstanding. hb
