Akin to North and South Korea. The division of the area has already been decided by the "ethnic cleansing". There never will be a united Kosovo in at least a generation or more.Russia must be involved with UN in compromises. Separate entities is only short term solution with UN Peace keepers to enforce resolutions. "I wonder how they could claim that all diplomatic efforts failed if they didn't table this idea earlier?" There was not a serious enough outcry to create enough interest to do anything at all. The United States must work in conjunction with the UN and have Russia's cooperation. It must be a UN cooperative effert so not to seem like the US is only politically posturing. Foreign political feelings are always so fragile. The US can not be the boss.
