That convoy has been stuck at the Hungarian border for two days now. Hungarian border inspectors turned it away the first time because some of the cabs of the trucks were armored, and could be construed as armament (UN weapons embargo on Serbia for Kosovo brutalities). The Russians switched the loads into different trucks, came back, and the Hungarians are still holding them up at the border. Hungary is a NATO member, and those trucks are carrying fuel bound for Yugoslavia. Put the two together. :)
