A TCI salesman actually knocked on my door asking me If I wanted the upgrade.

It helps that the city started to build a system that would let the city itself compete with TCI for both cable and internet access if TCI doesn't finish its upgrades quickly. Nothing like the threat of competition to get a monopoly moving -- even if it does come from a city-owned utility.
