SS - I wonder if some of these things simply evolve. If one were to look for early culprits in this mess perhaps those countries who immediately recognised Croatia and Bosnia when they ceceeded bear a lot of the blame. If Quebec declared UDI after a narrow referendum win - it is doubtful that any countries other than France would recognise it, but in the Balcans countries like Germany rushed in with ill-considered haste. dd

Searle, it clicked for me too. NATO access to seaport, airport and other facilities in Albania is quite important. As a beachhead in continental Europe it gives ground and air access to Europe, Asia and Africa.

Access to deepwater harbor facilities there is as important to the US, as the nearby Bosporus - Dardanelles access to the Mediterranean Sea and Atlantic Ocean is to Russia.

Strategically, two for one.
