Brazil OKs 2 groups to compete for phone license.

BRASILIA, April 12 (Reuters) - Brazil's telecommunications watchdog Anatel said Monday it approved two consortia to vie for a concession to operate a fixed-line telephone network in Sao Paulo.

One of the consortia calls itself Megatel do Brasil and formed by Canbra group, which includes Bell Canada International Inc. (Toronto:BI.TO - news), Qualcomm Inc. (Nasdaq:QCOM - news) affiliate Qualcomm do Brasil and local industrial group Vicunha among others, Anatel said.

Another group, Rio de la Plata consortium, which includes a unit of Argentina's Macri Group, MTC-Mercosul Technology and Communication and Uruguay's Antel was also approved.

Anatel did not approve a company called Teleglobal to take part in the auction for the license, slated for April 23. All three groups submitted technical proposals to run network, which were examined by Anatel.

The concession, widely known as the ''mirror license'' will allow the winning group to set up a company that would compete with privatized telephone company Telesp Participacoes .

Q is showing incredible strength today.

Hey, Frank, if we shook out the "ribbon clerks" who sold last week we might have a run to 200 coming! Difficult to say yet. I would like to see 3 to 5 days of sustained increases, or at least no day with a 4 to 8 point decrease, before I believe the run. (by the way, old buddy, that 15 point run puts me to 53% up total portfolio YTD. Better get cracking!)

Rumors all over. We could get a 3 to 1 split, but 2 to 1 is more likely, IMO.

Any negative, major, rumors out of China would tailspin us. We will continue to get daily posts on this thread telling us that the competition is going to beat Q. It is like reading Jach or Toy on the Cisco and Microsoft threads.
