D. I do agree with you about the uselessness of putting small time drug dealers in prison. I disagree about the drop in violent crime, but I suppose it's possible. It must be a benefit of lower unemployment. I think we would have been betyter served to take the billions we've spent so far on war and dangle it in front of Milosevic as an incentive to negotiate. How about a 3 billion dollar infrastructure grant based on autonomy for Kosovo? I guess that's harder to sell to the American people than war with all of its uncertainties.
