Correct! Once again, Clinton was able to use the recalitrance of Congress as a diplomatic excuse for not giving China WTO sponsorship. The real reason was more likely the reluctance of China to admit imports free of duty and to reduce or eliminate artificially low wage rates at some of its factories (i.e., "slave" labor conditions). And it's even possible that Clinton engineered a deal with Congress to oppose China's entry at this point but NOT oppose it later on, when the corrections have been made.
