When's the earliest date MSFT could announce a settlement?

I have no specific information and could not begin to intelligently speculate on when a settlement might be achieved, Marlow. But the literal answer to your question is now.

If MSFT announced this deal, would it sell off ... as much as 15-20 percent?

No, I do not think so. But it would certainly become a much more volatile stock.

My impression is that MSFT has been much more focused on a transactional revenue model rather than an advertising sales revenue model. But I think Yahoo will move more into transaction space just as MSFT will move more into advertising sales.

BTW, I very much like the approach taken by CBS and other TV networks of trading advertising slots for immature internet equity.

Can anyone here tell me what the terms of the YHOO buyout are, i.e., what do I get for each BCST share?
