Grant,
great post......it will be a cold day in hell before the Liberal government in Ottawa enacts Dief the Chief's "roads to resources" plan, unless the native groups demand that Ottawa through Indian and Northern Affairs does this to provide an economic base for natives in the North (translation-tax payers will foot the bill; native construction companies will get the contracts and the cost will escalate to $2 million per kilometer or higher)....it would be the Liberal way AND the politically correct thing to do.....
regards,
teevee

Grant,
There is an other way the NWT government could get roads and port facilities built...just bring in an arbitrary "infrastructure tax", which would apply to existing mines like Ekati(as far as I know, there are no tax agreements), thereby taxing away 100% of free cash flow until roads and ports are paid for....the benefits would be huge because the money could be funneled through native corporations:-)

Mr. Baker. Whoever said that the road has to be built and paid for by government? Perhaps you should consult with some of the road construction experts instead of relying on a government paid for report. The Izok Project did not get developed for several reasons, the road issue and original proposed rugged route was one. Keep your eye on Izok. Cal
