If my memory doesn't fail me, if it is impractical and virtually impossible for an ISP to block those sites, that would precisely be one of situations that would excuse ISPs from the restrictions of the Kyl Bill.

"Customer simply wouldn't risk penalties," you said. Wasn't the casual bettors penalty provision removed from the Bill? The way I read the Bill is that it just doesn't have any teeth, even if it is approved and signed into law.

I agree that gambling would decline in the US if the Bill is passed, mainly because of the chilling effect that it would have on law abiding citizens, but once people realize that nothing would happen if they gamble over the net, business would pick up once again. In any event, you are right, the rest of the World is big enough for SNMM to rake in a profit.
