If those civilians were the same ones that placed Milosevic in power and the same ones that have willingly supported and taken part in his bloody pogroms against non-Serbs, then maybe they're not so innocent as you try to make them out to be. At any rate, this is war, not a Nickelodeon after school special. People die in war, even if it was only because they were at the wrong place at the wrong time. It's regrettable, even tragic, but there is no one to blame besides Slobodan Milosevic and themselves for buying into his "Serbs are God's chosen people. All others should grovel at our feet or die" bullshit.
