EDIG.IBM, Intel to Develop Standard for Speech on Devices Armonk, New York, April 13 (Bloomberg) -- International Business Machines Corp., the No. 1 computer maker, and Intel Corp. are joining dictation-machine makers to develop standards to broaden the use of speech on hand-held computing devices. The coalition will decide how to digitally compress voice and transmit that information from one device to another, IBM said. In addition to IBM and Intel, the No. 1 computer-chip maker, the group includes Dictaphone Corp., e.Digital Corp., Norcom Electronics Corp., Olympus Optical Co. and Royal Philips Electronics NV. With the new standards, dictation-machine users will be able to set up a calendar or record a memo to be sent as electronic mail, IBM said. The coalition hopes to expand these capabilities to other devices, such as cellular phones and hand-held computers similar to 3Com Corp.'s PalmPilot. ''This is a stepping-stone in the vision of taking these hand-held devices and doing more than dictation,'' said Ozzie Osborne, general manager of IBM Speech Systems. Armonk, New York-based IBM, a pioneer in software that converts voice into text, has been pushing speech-recognition technology. It packages its ViaVoice software with some of its personal computers. Santa Clara, California-based Intel will help incorporate the new standards into the microprocessor designs of the dictation machines. Shares of IBM fell 3 7/16 to 180.
