The available bandwidth is constantly increasing. Normal phone lines are not the answer, as you are aware. My local phone company is rolling out ADSL for example. The cost is $38/month. I currently pay $48 for two lines, so the DSL alternative will actually save me money when it becomes available at my house. The cost for ISP connection is the same. My bandwidth goes up to 384k at that price. Cable modems are also rolling out rapidly.

AXC is involved in an upcoming experiment on Malta where there is fiber to the curb and most homes have up to 500k available.

So, while you are right that you can't do much video at 28k, the bandwidth to do more is coming fast.
