Does MSFT dominate the PC markets overseas the way they do in the USA?

I believe they do.

If a company is using "Pirated" software how likely are they to be able to fix and use their PC's?

I've seen this issue (lots of pirated software) mentioned several times as an additional problem in some parts of the world such as Eastern Europe & Asia.

Obviously if you're accustomed to stealing software & don't have any sort of relationship with the vendor, you're going to be way out in left field. Also much more likely to be running obsolete versions which adds to further Y2K exposure.

"Microsoft is just assuming these folks will IMMEDIATELY upgrade both their hardware and applications to windows 2000"

Has this been happening or is it just pie in the sky?

Upgrading software on this scale is always a pain in the ass.

Did you catch the flap between EDS & MSFT? A couple of weeks ago there was a headline story in ComputerWorld saying how MSFT had told EDS that Win95 wasn't going to be Y2Kok & therefore EDS was planning to upgrade 100,000 desktops to Win98. Obviously adding this size upgrade into a project plan at this point in time is not good news. So suddenly in under two weeks, MSFT says there's going to be fix for Win95.

As you move lower down the economic pyramid the rule is "If it ain't broke, don't fix it." Organizations at the base of the pyramid are many times removed from having a dedicated computer staff to be constantly monitoring the latest in sexy computer technology. For such companies, even upgrading to Windows 3.1 would be a big leap forward.

How many organizations have the clout, discipline & resources of EDS?
