BCI's Korean PCS Operation
Surpasses 2 Million Subscribers

MONTREAL--(BUSINESS WIRE)--April 14,
1999--BI(NASDAQ:BCICF - news; ME:BI. - news; TSE:BI. -
news) Bell Canada International Inc. (''BCI'') today announced
that its Korean PCS operator, Hansol PCS Co. Ltd. (''Hansol PCS''), has surpassed 2 million
subscribers less than 18 months after the launch of service.

BCI holds an 18.2 percent interest in Hansol PCS, as well as debentures which, when converted,
will create an interest of approximately 24 percent on a fully-diluted basis.

Mr. Derek Burney, Chairman and CEO of BCI, welcomed the latest Hansol PCS milestone, stating

About Leap...Michael or anyone, could you tell me exactly how LWIN is planning to make money over the next few years? I know they are now full time in Chile with wireless (to provide CDMA phones via Q, and provide wireless service there right?), but I'm a bit confused about these "wireless solutions" they keep talking about...especially on their web page.
