1. Means MMs can't call one another to make a trade (you'll see locked markets alot when they can't call each other), or one wants stock and raises his bid while he's calling other mms to buy stock, or it's just a f--ked up electronic market system.

2. usually late reported trades or "backfill" after the stock went up or down too fast.

IATV related article:

Stock down a little today but held up quite well considering the beating some of the nets took. Many of the recent big gainers sold off.
