Actually the format for some of our NATO allies' direct participation in nuclear deterrence (with the exception of Great Britain, which has it's own nuclear stockpile) was- their airbase, their aircraft, their pilots, our weapons, maintained and controlled by U.S. personnel. At least in the allied nations that we felt confident in carrying our weapons, which was not all of them. The Royal Australian Air Force has conveniently placed itself in a position to continue that format if they and we agree that it is necessary and desirable. It is doubtful that such an arrangement would ever come to pass, but it is an example of the multi-layered stratagems in place, should the need arise.
