A build up of force back in October may have given a little more weight to the discussions as you mentioned. It irks me to hear Albright say "we've exhausted all diplomacy" and now see Holbrooke, Annan and the Germans talking about "division of Kosovo", "maybe not all NATO troops in Kosovo" yada yada yada. They're back-peddling now only because NATO will be divided on sending ground troops, and because the Russians are upset. Looks like we should have spent another week or two at the table ? ...as Kissinger said.
