The 3rd army is dug in. Milosevic knows that NATO may be split on ground troops so he has no vested interest in settling until NATO declares war and issues troops. I'll bet that Milosevic doesn't care about the well being of his troops and he will not care that their fuel & supplies are depleted due to the bombing. He'll let all his troops die rather than cave into NATO due to supply shortage giving him a strong negotiating position.

NATO now needs to table a very fair agreement that is win/win taking in all Milosevic's concerns with Rambouillet. Maybe Anan has something up his sleeve.
