Okay I agree that the "Yugo" car factory bombing was probably a good thing. It would be a difficult target to resist as a pilot I admit so we'll let that one go.

Here would be the three main reasons why ground troops are needed to attain NATO's lofty goals of taking back Kosovo; (this will also greatly anger Russia so it's a tough decision for NATO)

The air campaign has enabled us to destroy the fuel/supply chain BUT we have not been able to get those Serbs out of Kosovo. There is nothing to indicate that the Serbs will come walking out of Kosovo with their hands up because of air-power alone. They're fighting for their country, they're well trained, and have excellent terrain/weather conditions to cover their movements.

By committing to ground troops we MAY see Milosevic cave in. Right now he has Kosovo and the Albanians have been kicked out for the most part. He knows NATO will have a tough pill to swallow to decide on ground troops (so he has time until then) but when they do his future options are limited. NATO on the ground will also cause him some anxiety that they'll come and get him.

No, nukie, if the bombing "works", there's no need to fight a ground war. By the same token, if the bombing doesn't generate capitulation (as in the Gulf War), there IS a need to fight a ground war. That is, if you've decided that victory is really neccessary and not just a "nice to have, but losing is OK too" type of thing.

Clinton and the other NATO leaders want to have it both ways. They want to be tough guys and issue threats and ultimatums, but they can't stomach a real war. Actions speak louder than words. The actions of NATO say: despite our big mouths, this war is not important to us (so what the hell are we doing???)
