Actually I think it was NATO's very pro-Kosovo-Albanian Rambouillet agreement (RAMBO for short) that inflamed the Serbs. NATO failed to address the fact that the Serbs live their too, have significant religious attachment, and spilt significant blood in the past trying to keep it (WW1 & 1389). They also failed to address the presence of the KLA in Kosovo who were no doubt committing attrocities against the Serbian police and Serbian minority there. The agreement essentially gave away Kosovo in three years as well. The only alternative from NATO to not signing the agreement unchanged was bombing. Bombing tends to make people very mad Robert and of course the Serbs reacted by deporting "their problem" (The Albanians) very quickly. Unfortunately it appears as though there have been instances of barbaric acts against the Albanians. Nobody's hands are clean in this situation ... the problem is ours are now plenty dirty too.
