If there is, I can't think of him. Basic rule of politics: the Republicans build up the military, the Democrats use it.

To head off any hysteria, that activation order is deceptive. What you have not heard in the media is that those reserve units are operations and logistics support units. They are units that will support the increased air force present in the region and also to provide support for refugee operations on the ground. If you examine the units that would be activated in any preparation for a build up of ground forces, you will see that it is not the case that these are ground combat troops and their support. There wont be a ground war. Even if there were plans to start a ground war, it would be 6 months at the earliest until the forces and their support could be assembled. The fact that there is no easy entrance into a ground campaign and the fact that any serious offensive into Kosovo or Serbia proper is hamstrung by geographic and political realities should ease your mind.
