The things that make them interoperable are adherence to industry standards. Such as ANSI-ITU SS7, SNMP/CMOT, TNM, IETF, and so on. In some types of situations, at a more physical level, many generic types of network elements are supposed to conform to plug-in specs and pinnout specifications in their physical form factors, as well, so as to make even a given box or carrier-specific solution contain pieces from disparate vendors. These lead to support problems, though, unless interworking agreements are reached between vendors. Standards of all kinds are at play here.
