been watching CNBC for 3 yrs. I don't know what the formal policy is, but they seem to handle it informally. Back when the oil services were hot Mark Haines would often comment during an interview of a drilling CEO that he loved the drillers and that he owned some (he would name the companies but I can't remember which ones) just to get it on record and then he would lead the CEO into a glowing report of the company. He's fair, though. He was always as tough on the CEOs of companies he owned as those that he didn't. The two comedians, Joe and David, apparently have chosen to not own any stocks directly, other than their pension type stuff, even though they were both brokers previously. I've always had the impression that as long as they show a pattern of openness instead of a pattern like Cramer got himself into, then they are ok with the SEC.
