Really, this is just my guess. I don't really know. I am making this guess from the snippets of information available. But you make a salient point if the release speed is less than PIII.

500MHz would be a huge mistake.
Even if it outperformed on all benchmarks it would still be perceived as slower. Better to take in a 600 MHz clock and multiply by 5/6 internally! Would that be "cheating" if it still performed better than a PIII 550?
