As far as I know, Pocket Outlook ships as a standard component of Windows CE. Certainly every HP palmtop I've seen has it. (I currently use an older HP WinCE device.)

Linking to a PC is standard for all CE devices. The "mother" PC is used for backups, updates, etc.

Integration with Outlook on the PC is fairly seamless.
