Swindle had voted against pursuing the Intel case last June. In the comments released today, Swindle expressed doubts about the veracity of the original complaint.

"I do not believe the complaint spells out an especially coherent theory of how those dealings harmed consumers," he said in the statement Thursday.

As for the agreement between Intel and the government, Swindle said he fears that the order will prove difficult to enforce. Subjective language in the order governing exceptions to the agreement could lead the chip maker and the commission to become mired in expensive enforcement proceedings, he warned.
