No argument that this was a blunder. The laughability of this administration is not so funny when the oops! are being conducted overseas.

1. Foreign aid helps no one. It always ends up in the pockets of bureacrats who spend it on yachts and caviar. See my post on the IMF for my opinion. The EU proposal for bringing in the Balkans may work, the necessary liberalization of institutions and prosperity may make these people not care to hate. Who hates when they have money in their pocket? However, these people may just hate each other too much.

2. Put a multinational force in Kosovo to suppress *any* terrorism, vigilante or state sponsored. The KLA would not have gotten any support without Serb atrocities. It takes two to tango, and these people are dancing up a storm.

You're right, its unlikely Yugoslavia will accept any NATO forces, or even any contingent from any NATO country, period. But a force should be installed, made up of a proper mix of neutral and Russian (or Ukranian, they have volunteered men for such an operation) troops. What is of paramount importance is that these people stop trying to hang each other. If that means seperating the respective parties at the point of a gun, so be it.

I could only agree with you that President Clinton has screwed-up the
Kosovo affair. This is a war and he is treating it like a PR problem!!

We have a complex situation in Serbia that is very dangerous if not addressed properly, thoroughly and fast!

Milosovic, his wife Ms. Markovic andthe gang of thugs that surrounds him, (Arkan, etc) have only one aim, political survival,
and re-inventing communism, Serbian way! Milosovic is creature of war. He wants to survive politically at any costs. For the past ten years he has used Serbian nationalism to achive his aim.. Ten years ago, he promised a greater Serbia, and to re-fight and win the battle of Kosov (fought and lost against Ottoman in 1398!) The common
Serbs liked that!

Thus he casued the war in Slovenia, Croatia, Bosnia, and now Kosovo. The price has been 0ver 500,000 dead and 4.5 million dispalced!

Milosovic was the casue of war in croatia and Bosnia, and Mr. Clinton well knew that! After all General Meladic and Kradzic (both wanted war crininals) were reporting to Belgrade!! After having massacred 200,000 Bosians, the allied bombing and land invasion from Croatia
made him realize that he had lost! He distanced himself from Meladic and Krazic and became man of peace!!

Milosovic manupulated the the Clinton adminstration and came out of
the Bosian war smelling like a rose. He was brought to the US, treated as the head of the state and peace maker, the man that holds the key to Balkans stability and made Daytona Agreement possible!

This was an outright blunder on the part of Clinton's adminstration, in absence of a clear foreign policy. Now both Clinton and Al Gore call Milosovic a thug and a war criminal!!

I believe the final winner of the Kosovo crisis will be Milosovic. He
knows that no Nato memeber has the stomach for a bloody land war in the "Soft Underbelly of Europe" Milosovic has almost won all his objectives. He got rid of 1.5 million Kosovars, won a moral victory among Serbians as a man who took all the NATO could through at him and didn't give one inch of Seriban land. He has rallied Serbs and
crushed the oppositon. Now, all he has to do is to hunker-down and take it for a few more weeks. In a months or two, Clinton and other NATO leaders, in absence of any policy, will deal with him and he will be hailed as a man who brought the war to an end! They have no choice but to negotiate with him!!

Then in a year or two he will start aother war in Montenegro and after that with ethnic Hungerians in Vojodina! A hell of way to celebrate the year 2000, in the shadow of war and fascism
They only way out of this is fighting this war until Milosoic is removed from power and replaced by an opposition. This is done only
by a land invasion by NATO and that is highly improbable!
