Perhaps. The Soviets used an air campaign in the mountains of Afghanistan as well. A shoulder-carried SAM can bring down helicopters. When the NATO forces scramble to try to retrieve the flight crew and/or support crew in the event of a downed helicopter, they will be highly susceptible to ambush. The Serbs know they can't win militarily. The political will is another story. By not having been prepared to gain access, NATO's ground option has been limited.
